This project, in cooperation with Heinrich Böll Stiftung India, explores the evolving contours of the India-Europe partnership in light of upcoming strategic inflection points, particularly the upcoming EU-India Summit. The conclusion of the EU-India Strategic Roadmap to 2025 provides the context to take stock of the current moment in EU-India relations and assess the path towards 2030. Set against a backdrop of geopolitical uncertainty—including a potential Trump presidency in the United States—the project assesses how India and Europe can sustain and advance their bilateral momentum in an increasingly volatile international landscape.
The project will examine the broader strategic context shaping the partnership, including the ongoing Russia-Ukraine war, growing Sino-Russian cooperation, and shifting global power dynamics. It will analyze how these developments have catalyzed deeper India-Europe cooperation in areas such as defense, green technology, connectivity, and supply chain resilience, and evaluate the potential for further alignment amid uncertainty in transatlantic relations.
Structured around five thematic pillars—namely the EU-India Trade and Technology Council (TTC), the Global Gateway Initiative, climate and green technology, space cooperation, and multilateral governance—the project will present in-depth policy analyses that map existing collaborations and identify forward-looking opportunities for engagement. Each theme will be addressed through a joint report authored by an expert from India and one from Europe, offering grounded and complementary perspectives.
Each report will be followed by a dedicated webinar to disseminate findings and promote dialogue among stakeholders from both regions. The final outputs will provide actionable policy recommendations tailored to enhance strategic convergence and build a resilient, long-term India-Europe relationship.
