It argues that the two national ecosystems are complementary rather than competitive, and that a phased, capability-driven partnership that begins with benign and civil applications is more likely to endure than early collaboration in sensitive undersea warfare technologies.

This report examines Australia–India anti-submarine warfare (ASW) cooperation within an increasingly contested Indo-Pacific undersea environment. It argues that meaningful, campaign-level cooperation is both achievable and strategically valuable without requiring alliance-style integration or the sharing of highly sensitive sensor architectures.  Cooperation is best structured around aligned doctrine, greater intelligence sharing, and routine operational coordination that builds the enduring relationships between the two operational-level headquarters.

It closes with seven initiatives with indicative costs, most of which require no direct expenditure.

This scoping report is the first in a series of five and examines the evolving maritime risk environment in the Indo-Pacific, the strategic importance of UDA, and the technological developments shaping it. It highlights UDA as a promising avenue for Australia-India cooperation, building on complementary strengths such as India’s manufacturing scale and Australia’s niche intellectual property and research expertise.
