What changes will likely occur in military technology over the next twenty years? Answering this question is crucial for making appropriate changes and adaptations in our capabilities to include weaponry, military operations, wartime preparations, and defense budget priorities. Defense resource decisions must be based on concrete analysis that itemizes and examines categories of major military technological inventions and innovations. Areas, where things are changing rapidly, warrant the most investment and creative thinking about modifying tactics and operational plans to exploit new opportunities. Certain evolving technologies have the potential to revolutionize our approach to warfare, and these very technologies are termed disruptive. This report advises the Indian Army on achieving the right mix between legacy and disruptive technologies.

The report outlines a brief history of the Naxalite movement in India, and the Counterinsurgency (COIN) approach adopted by the Indian state. It lays out the organizational setup of the Naxals and addresses the state of the movement today. It outlines the state actors involved in the conflict and the different security forces who form the frontline. It assesses the factors – political, strategic, operational, organizational, and developmental, affecting key actors and their inclination for negotiations, and provides key recommendations for the future.
