Track 1.5 Dialogue on Defense-Industrial and Security Cooperation in India–Canada Relations

This Track 1.5 dialogue brought together Indian and Canadian officials, industry leaders, and experts to explore practical avenues for security and defense cooperation. Discussions focused on Indo-Pacific maritime security, defense-industrial collaboration, dual-use technology development, training exchanges, and opportunities for supply-chain integration aligned with the momentum of the October 2025 joint statement.

Co-organized with the Asia Pacific Foundation of Canada (APFC), this dialogue built on the momentum of the 13 October 2025 joint statement and Foreign Minister Anita Anand’s recent visit to India to examine practical avenues for strengthening bilateral security and defense cooperation. With India’s defense production now at US$15 billion and exports crossing US$2.5 billion, and Canada’s defense ecosystem contributing CAD$9.6 billion to its GDP, the discussion assessed how both sides can leverage their complementary capabilities.

Bringing together senior defense officials, industry leaders, and strategic experts in a Track 1.5 setting, the session explored opportunities in Indo-Pacific maritime security, defense-industrial collaboration across aerospace, cybersecurity, and emerging technologies, co-development of dual-use systems and maritime domain awareness tools, expanded training exchanges, and potential CEPA-linked pathways for supply-chain integration.
