Shishir C. Verma served the Indian Navy with distinction as a specialist submariner and senior staff officer. A graduate of the National Defence Academy, Defence Services Staff College, and Naval War College, he was commissioned in 1987 and specialised in Navigation and Direction.

He served on Foxtrot and Kilo-class submarines, including as Executive Officer of INS Sindhuratna and INS Sindhuraj, and went on to command INS Sindhukesari as well as the destroyers INS Rajput and INS Ranjit. His staff appointments included Officer-in-Charge of the Submarine School, Director of Submarine Operations, and Principal Director roles in Submarine Operations and Nuclear Acquisition.

He later served as Assistant Chief of Naval Staff (Special Submarine Projects) at Naval Headquarters in New Delhi and as Project Director at HQATVP.
